Vesper City keeps two sets of books. One is legal, taxed, and boring. The other moves through rackets, dirty cash, and favors owed — and it's the one that actually decides who runs which street.

The families carve up the boroughs between them, the Feds circle looking for an opening, and everybody — cop, boss, and bystander — answers to somebody further up the chain.

Five Boroughs

Twenty-five districts, five neighborhoods

Every district sits inside one of five boroughs, each with its own trade and its own flavor of trouble. Whoever controls a district taxes the businesses on it and runs the local protection book.

The Docklands

Piers, warehouses, and the guns that move through them.

Import trade runs this borough — crates in, questions out. It's where hot cars get fenced and where a gun costs less if your family runs the piers.

Old Quarter

Rowhouses and old-country loyalty.

Where the numbers game got its start and where family politics still get settled face to face. If you've got history in this city, it starts here.

Ironside

Factory floors and freight yards.

Cheap labor and good cover — machine noise hides a lot. Holding ground here keeps upkeep down for everyone who calls it home.

Meridian

City hall, and everyone it has bought.

Downtown power brokers, precincts, and courthouses. Whoever controls Meridian controls how far a bribe goes and how short a jail stay runs.

The Palisades

Uptown clubs and the good addresses.

Casinos, lounges, and the money that likes to be seen. Alcohol licenses flow through here — and so does the city's high-stakes gambling.

The Vice Economy

Drugs, rackets, and dirty cash

Street drugs, gambling dens, chop shops, and protection rackets pay in dirty cash — real money the bank won't touch, and the Feds will seize a slice of if you sit on it too hot for too long.

Run it through a legitimate front you own and it comes out clean, minus a fee. Owning your first laundering front is a real milestone, not a formality.

Pledge, climb, hold ground

A family is a chain of command — Boss down to Soldier — built on a shared treasury and a shared claim to territory. Controlling a district isn't just prestige: it sets the tax rate, runs the protection book, and unlocks a resource perk for every member.

Losing your grip is just as real. Influence decays for families that go quiet, so an absentee boss eventually loses the map to whoever's still showing up.

Wars

Declared, fought, settled

A family declares war on another over a specific district — a countdown gives both sides a chance to posture or negotiate before the fighting actually starts.

When the window closes, the higher score takes the stake district and reparations from the loser's treasury. Everybody on the winning side walks away with more respect than they had going in.

Vendettas

When it gets personal

A vendetta is a declared 1-on-1 feud between two rivals of comparable strength — not a way to bully someone smaller. Fights between the pair pay more, and every result posts to a public feed on both profiles.

First to enough wins takes the resolution, or either side can offer a truce. Drama is the point.

Contracts, Omertà & Betrayal

Some deals aren't meant to be kept

Post a contract anonymously — a hit, a bodyguard job, a smuggling run — and let the city's own players decide whether to complete it faithfully or take the money and run.

Every choice feeds your omertà score, the city's measure of whether your word is worth anything the next time a big deal comes around.

Hit

Put a price on someone’s head. They’ll know it’s coming — they just won’t know from where.

Protection

Pay a bodyguard to keep somebody standing for a set stretch of time.

Escort

Move cargo through the city and split the reward — or cut and run with the goods yourself. Omertà remembers either way.

The Herald, standing, and the crown

Everything that happens gets written down. The Herald composes its front page straight from the game's own logs — wars, busts, big scores, and deaths — no editorializing, no fiction.
